Canada Moves to Criminalize Bible Under ‘Hate Speech’ Laws

A sweeping Liberal proposal that criminalizes portions of the Bible under Canada’s expanding “hate speech” regime is suddenly on the fast track after Prime Minister Mark Carney’s government secured support from the left-wing Bloc Québécois party.

Carney’s ruling Liberal Party won the backing of Bloc Québécois after agreeing to strip out the religious exemption that previously protected Scripture.

The National Post reports that the separatist Bloc is now backing Bill C-9, the Combating Hate Act, following the Carney government’s decision to remove the carve-out for religious texts.

Carney, a World Economic Forum “agenda contributor,” has made the legislation a central part of his speech-policing agenda.

Bill C-9 has already been condemned by constitutional experts for empowering police and bureaucrats to punish individuals based on whether someone claims their “feelings” were violated in a “hateful” manner.

Now, the threat is far more direct.

A government insider previously revealed that the Liberals intend to remove religious exemptions from hate-speech laws altogether, modifying the Criminal Code in ways that could make it illegal to quote passages of the Bible dealing with homosexuality.

A recent report confirmed that both the Liberals and the Bloc Québécois want to amend Bill C-9 in a way that would “criminalize sections of the Bible, Quran, Torah, and other sacred texts,” Conservative leader Pierre Poilievre warned on X earlier this month.

With the Liberals and Bloc unified on removing religious protections, the bill’s path to passage has become dangerously real.

Justice Minister Dodges Questions as Backlash Builds

Canadian Justice Minister Sean Fraser refused to discuss details of the deal struck with the Bloc, though he admitted passing Bill C-9 is his “priority.”

“That’s going to require that we collaborate with different parties who have different points of view,” Fraser said—while skipping over the fact that the bill’s most controversial element is the one his government has imposed.

Bloc officials briefly suggested the deal was “on thin ice” after the cancellation of committee meetings, but parliamentary sources say negotiations are back on and movement is expected this week.

Conservative MPs have vowed to fight what they describe as a full-frontal assault on religious freedom.

Liberals Have Already Made Their Views on Scripture Clear

Earlier this year, Liberal MP Marc Miller declared that certain passages of the Bible are “hateful” because they condemn homosexuality, and insisted that Canadians who recite them “should be jailed.” Miller has since been elevated to Carney’s cabinet.

The Liberal Party’s messaging has been unmistakable: quoting Scripture, especially passages affirming traditional sexual ethics, is being reframed as criminal behavior.

Conservatives Warn: Christianity Is Being Targeted

Pro-life Conservative MP Jamil Jivani is warning that the Liberals are deliberately targeting Christians and other religious communities with legislation designed to criminalize the public reading of sacred texts.

Conservative MP Leslyn Lewis denounced the Carney government’s plan as an explicit attack on “Christians,” warning it sets a “dangerous precedent” that threatens the bedrock freedoms of Canadian society.

In response, Conservatives have launched a national petition amid growing alarm that religious scripture itself could soon be treated as contraband speech.

A Turning Point for Religious Liberty in Canada

With the Bloc now backing the Liberals’ push to eliminate the religious exemption, Bill C-9 represents the most aggressive attempt in Canadian history to criminalize the public quoting of Scripture.

If passed, the law would allow the government to determine which parts of ancient religious texts are permitted in modern Canada and which will be prosecuted as “hate crimes.”

Critics say this is no longer a slippery slope.

It is the bottom.
