DHS Finally Arrests Child Predator Who Was Able to Roam Free in Oregon Under ‘Sanctuary’ Laws

The Department of Homeland Security (DHS) has finally arrested a dangerous illegal alien in Oregon after “sanctuary” policies allowed him to be released from jail without notification to federal immigration authorities.

Manuel Cruz-Ramirez, an illegal immigrant from Mexico, faces charges of rape, purchasing sex with a minor, and sexual abuse.

The child predator was not referred to immigration officers following his arrest and release because of Marion County’s “sanctuary” status.

He was ultimately apprehended only after attempting to travel using a fraudulent Mexican passport at Portland International Airport, where Transportation Security Administration and Customs and Border Protection agents flagged inconsistencies when his falsified name failed to return full identifying data.

DHS officials said the case highlights the dangers created when local jurisdictions refuse to cooperate with federal immigration enforcement.

“Manuel Cruz-Ramirez was arrested for rape, purchasing sex with a minor, and sexual abuse in Oregon,” DHS Assistant Secretary Tricia McLaughlin said.

“The state’s sanctuary politicians allowed this pedophile to be released from jail back into American communities.”

McLaughlin emphasized that in jurisdictions without sanctuary protections, immigration authorities would have been notified and taken custody before release.

“Americans can be proud of the swift actions of TSA and CBP for protecting them and our judicial system by preventing this monster from fleeing the country,” she said.

“Criminal illegal aliens should not be released from jails back onto our streets to terrorize more innocent Americans.

“Oregon’s sanctuary politicians must stop this reckless insanity of releasing child predators from jail back into our neighborhoods to prey on more innocent children.”

Previously Deported, Now Back in ICE Custody

DHS confirmed Cruz-Ramirez had previously been deported in 2018 before re-entering the United States at an unknown location and time.

He is now in ICE custody, and his prior removal order has been reinstated.

Rising Security Concerns in Portland

The arrest comes amid escalating tensions surrounding federal immigration enforcement in Portland, where agitators have mobilized to confront officers.

DHS also launched an investigation after an 18-year-old Oregon resident was arrested during a traffic stop with knives and materials used to make Molotov cocktails.

Authorities allege the suspect authored a manifesto expressing intent to kill ICE agents at a Portland ICE facility and planned to obtain an AR-15 rifle to carry out the attack.

Trump administration officials have warned that inflammatory rhetoric comparing ICE agents to Nazis or the Gestapo is contributing to a climate that endangers federal law enforcement personnel.

Cooperation vs. Sanctuary Conflict

Homeland Security Secretary Kristi Noem recently contrasted sanctuary jurisdictions with cities that cooperate with federal enforcement.

“Minneapolis and St. Paul, the Twin Cities, have an opportunity to do the same thing that Memphis did,” Noem said.

“There, we had a Democrat mayor who worked with us. It was about the same size as a city, about the same amount of federal law enforcement officers were there, and we dramatically cut crime and murder rates, and partnered well together.”

The Cruz-Ramirez case is now being cited by federal officials as further evidence that sanctuary policies can place American communities at risk by preventing immigration authorities from detaining violent criminal suspects before they return to the public.
