Documents Emerge Exposing Eric Swalwell’s ‘Bizarre’ Payments to Haitian Staffer Totaling Over $360,000

Democrats Rep. Eric Swalwell (D-CA) is under renewed scrutiny after Federal Election Commission filings revealed that the anti-Trump congressman has funneled hundreds of thousands of dollars in “bizarre” payments to a staffer.

Swalwell, one of President Donald Trump’s loudest critics, has pumped more than $360,000 in payments to a Haitian staff member, with multiple and conflicting explanations listed for the expenses.

The filings from Swalwell for Congress and his Remedy PAC, spanning 2021 through September 2025, show over 75 payments to an individual named Darly Meyer, an immigrant from Haiti.

The transactions range from $53 to more than $12,000 per payment.

In total, Meyer has received over $120,000 annually.

However, Swalwell has listed the payments under different descriptions in various filings.

Filings describe the payments to Meyer alternately as “security services,” “salary,” “travel expenses,” “car service,” and even “event flowers reimbursement.”

FEC Filings Show Multiple Classifications — and No Security License

Swalwell’s campaign has declined to clarify why the classification of Meyer’s work keeps changing.

Payments initially marked as “Security Services” later appeared as “Salary.”

When questioned, Swalwell offered only a brief explanation:

“Darly protects me and my family.”

He also mocked Fox News on social media for asking about the issue, writing on X:

“Fox News emailed and asked why I’ve spent $350,000 on security.

“Maybe I should send [the reporter] the bill?”

However, California’s Bureau of Security and Investigative Services shows no record of Meyer holding a security license, a legal requirement for anyone providing private protection in the state.

Who Is Darly Meyer?

Beyond his work for Swalwell, Meyer owns CYD Global Car Service, a limousine and corporate transport company based in North Hollywood.

The company advertises “luxury travel” and “professional chauffeurs.”

He also serves as an administrator of a Facebook group called “CaliHaitians – Haitians in Az, Ca, Nv, Hi, Or, Wa,” a self-described “progressive community” of over 3,000 Haitian Americans.

The group says it is “selective” about members and aims to “forge a closer bond” with leaders of organizations able to “strengthen the community.”

One of the group’s other administrators, Guerline Jozef, co-founded the Haitian Bridge Alliance (HBA).

HBA is a nonprofit that works to end border enforcement policies like “Remain in Mexico” and assists illegal aliens entering the U.S.

Former FEC Commissioner: ‘This Should Catch the Agency’s Attention’

Hans von Spakovsky, a former FEC commissioner and senior legal fellow at the Heritage Foundation, said in a statement that the conflicting entries raise serious compliance questions.

“This is the type of bizarre inconsistency that should catch the attention of the FEC,” von Spakovsky said.

He added that the irregularities should “cause the agency’s auditing arm to investigate whether these were legitimate payments to a legitimate contractor.”

Pattern of Lavish Campaign Spending

This isn’t the first time Swalwell’s finances have drawn attention.

Over the years, FEC records show tens of thousands of dollars spent on luxury travel, car services, and high-end hotels worldwide.

In October 2023, his campaign spent nearly $17,000 with Just Dreaming Yacht Charters, a San Francisco company advertising “relaxing and luxurious” private yacht experiences for up to 40 passengers.

Filings also list multiple payments in Dubai, including nearly $1,700 at the five-star Burj Al Arab Hotel, described as a “global icon of Arabian luxury.”

In the last three months of 2023, Swalwell’s campaign spent nearly $90,000 on travel expenses, including stays at 1 Hotel San Francisco, Austin Proper Hotel, and The Times Square Edition in New York.

His 2022 reports showed another $60,000 in travel costs over six weeks, including $1,752 at the five-star Hotel La Maison Champs-Élysées in Paris.

A Pattern of Excess, Little Transparency

The mounting irregularities in Swalwell’s campaign spending, combined with inconsistent record-keeping and unclear job descriptions, have raised concerns about accountability and potential misuse of donor funds.

So far, neither Swalwell’s campaign nor his PAC has offered documentation proving that Meyer’s payments were for legitimate security services.

For now, critics say the evidence points to a familiar pattern: lavish spending, loose oversight, and a Democrat congressman who expects taxpayers and donors to look the other way.
