Congress has passed President Donald Trump’s signature “One Big, Beautiful Bill” legislative package, just ahead of Republicans’ self-imposed July 4th deadline.
The bill now heads to Trump’s desk to be signed by the president on Independence Day.
The passing of the bill marks a sweeping policy victory for the Trump administration.
The massive bill, covering everything from tax reform to border enforcement and energy policy, now heads to the president’s desk following a narrow House vote early Thursday morning, after sleepless sessions in both chambers.
The legislation had already cleared the Senate by one vote in a similarly tense showdown last week.
“This is a historic win for the American people,” House Speaker Mike Johnson (R-LA) said Thursday.
“The president was personally involved throughout the process.
“His leadership was critical in moving this across the finish line.”
The final House vote came after intense late-night negotiations, with leadership keeping the vote open past 3:00 a.m. to secure support.
The bill ultimately passed with near-unanimous Republican support, save for Rep. Brian Fitzpatrick (R-PA), who voted no.
Speaker Johnson called Fitzpatrick “a good and trusted friend” but acknowledged they disagreed on key provisions.
House Majority Leader Steve Scalise (R-LA) added that GOP holdouts were made to understand, “This is the vote that’s before us — it’s not going to change.”
President Trump voiced frustration over delays on Truth Social, writing:
“FOR REPUBLICANS, THIS SHOULD BE AN EASY YES VOTE. RIDICULOUS!!!”
The final passage of the bill marks a major milestone for both President Trump and Speaker Johnson, who worked in tandem to rally reluctant Republicans over the past 48 hours.
The legislation includes a wide range of policy items central to the Trump 2025 agenda, including:
• Tax Reform: The bill permanently extends the 2017 Tax Cuts and Jobs Act brackets, adds new deductions for tipped and overtime wages, and creates additional relief for seniors 65 and older.
• Border and Immigration Enforcement: Substantial funding is directed toward U.S. Immigration and Customs Enforcement (ICE) and Trump’s broader crackdown on illegal immigration.
• Energy and Deregulation: The bill repeals green energy tax credits from the Biden-era Inflation Reduction Act, which Trump has labeled the “Green New Scam.”
• Entitlement Reform: It implements expanded work requirements for Medicaid and food assistance programs, tightening eligibility standards.
• National Defense: Includes a surge in defense spending amid rising global threats, consistent with Trump’s push to rebuild America’s military dominance.
• Debt Limit: The bill raises the debt ceiling by $5 trillion, avoiding a potential default later this summer.
The final hours of debate were marked by Democrat opposition, including a lengthy early-morning floor speech by House Minority Leader Hakeem Jeffries (D-NY).
Jeffries blasted Republicans for scheduling votes “under cover of darkness.”
“If Republicans were so proud of this one big, ugly bill, why did debate begin at 3:28 a.m.?” Jeffries said on the floor.
Behind the scenes, five Republicans initially opposed the procedural vote to advance debate, throwing the bill’s future into question.
But in the end, Trump and Johnson successfully lobbied lawmakers to unify behind the plan.
The bill’s passage represents the clearest legislative victory for President Trump since retaking office in January.
With his sights set on restoring the economy, securing the border, and eliminating leftover Biden-era regulations, Trump had demanded passage of the package by Independence Day.
His influence proved pivotal.
According to sources on Capitol Hill, Trump personally called wavering members, helping secure the votes needed for final passage.
Democrats criticized the bill as a “giveaway to the rich,” citing tax reductions and new spending priorities.
But Republicans pushed back, arguing that the bill delivers meaningful relief to working families, seniors, and small businesses.
President Trump is expected to sign the bill into law during a July 4th ceremony celebrating what allies are calling the rebirth of American leadership and economic strength.
