Republican Rep. Randy Fine (R-FL) says he plans to introduce legislation that would prohibit non-citizens from receiving any form of taxpayer-funded welfare assistance in the United States.
In a post on X, Fine wrote:
“I am going to introduce a bill to ban all non-citizens from any form of welfare.
“No Food Stamps. No Section 8 housing. No Medicaid.
“No Cash Assistance. Not one penny. Not one.
“If you want free stuff, go home.”

The proposal would mark one of the most sweeping federal efforts yet to cut taxpayer-funded benefits for illegal and non-citizen residents, a growing issue amid record immigration levels and rising welfare costs nationwide.
Fine, a freshman lawmaker who previously served in the Florida state legislature, said the bill is designed to ensure that “American tax dollars go to Americans first.”
Tackling Dual Citizenship in Congress
The welfare proposal comes shortly after Fine introduced a separate bill aimed at strengthening loyalty requirements for members of Congress.
That measure would bar individuals with dual or foreign citizenship from serving in the U.S. House or Senate.
“No person, without regard to whether that person is a United States national, may be elected to the office of Representative or Senator if that person is a national of any country other than the United States,” the measure reads.
Fine said the goal is to protect national interests from divided allegiances in an increasingly globalized world.
“In a globalized world, dual citizenship is more common than ever, and while that’s fine for private citizens, it’s not acceptable for lawmakers entrusted with America’s national interests,” Fine noted.
Backed by Trump and the America First Movement
Fine has quickly become one of the most outspoken conservatives in the freshman class, running on a platform of border security, government accountability, and fiscal restraint.
He won his seat earlier this year after a special election, with strong backing from President Donald Trump.
“Should he decide to enter this Race, Randy Fine has my Complete and Total Endorsement. RUN, RANDY, RUN!” Trump wrote on Truth Social in November.
More recently, Trump praised Fine’s performance in Washington.
“Randy Fine is doing a fantastic job representing Florida’s 6th Congressional District,” Trump posted, reaffirming his “Complete and Total Endorsement.”
If Fine’s bill advances, it would intensify the growing debate over entitlement reform and immigration, forcing Democrats to defend welfare spending for non-citizens at a time when millions of Americans are struggling with inflation and housing costs.
Fine’s message was blunt:
“If you want free stuff, go home.”
