U.S. Immigration and Customs Enforcement (ICE) has arrested an illegal alien who is wanted for a horrific 2023 attack on a woman in Texas.
Federal authorities confirmed that Cesar Orlando Castro Serrano, an illegal alien from El Salvador, is now in custody.
Castro Serrano was wanted for a horrific 2023 attack in which he allegedly beat a young woman with a tire iron, sexually assaulted her, and left her for dead in a wooded area.
ICE announced that agents captured Castro Serrano on November 10 in Katy, Texas.
The arrest ends a nearly two-year manhunt.
In a statement, Assistant DHS Secretary Tricia McLaughlin said:
“This barbaric criminal beat a 22-year-old Houston woman in the head with a tire iron and sexually assaulted her before leaving her to die in a wooded area behind an apartment complex in critical condition.
“This heinous predator should have never been in our country.”
Castro Serrano had been wanted since 2023 on charges of aggravated sexual assault, aggravated assault with a deadly weapon, and aggravated kidnapping.
The charges stem from the February 2023 attack that shocked Houston.
Federal officials noted that after his arrest, he was immediately turned over to the Harris County Sheriff’s Office to face justice.
“After two years on the run, ICE law enforcement officers arrested this criminal illegal alien and turned him over to local authorities to face justice for his crimes,” McLaughlin said.
“President Trump and Secretary Noem will not allow criminal illegal aliens to continue to victimize American citizens.
“If you come to our country illegally and victimize Americans, we will find you and arrest you.
“That’s a promise,” McLaughlin warned.
According to DHS, Castro Serrano first entered the United States illegally in 2015, during the Obama administration.
An immigration judge ordered him deported in 2016.
However, as is often the case, he remained in the country illegally.
ICE has now filed a detainer to ensure that if he is released from local custody at any point, he will be transferred back into federal custody for removal proceedings.
The case underscores ongoing concerns about violent offenders entering and re-entering the country illegally.
It comes amid the renewed focus under President Trump on prioritizing national security and the removal of dangerous criminal illegal aliens.
