The Supreme Court has handed Republicans a significant victory by blocking an effort to redraw Rep. Nicole Malliotakis’s (R-NY) Staten Island–based congressional district in a way that would have benefited Democrats ahead of the upcoming midterm elections.
The ruling came after Malliotakis challenged a January decision from a New York state judge ordering the state’s redistricting commission to overhaul the boundaries of New York’s 11th Congressional District.
Malliotakis argued the effort amounted to a “racial gerrymander” that would disrupt elections and undermine voters in the district.
“Today’s decision by the U.S. Supreme Court to keep New York’s 11th Congressional District intact helps restore the public’s confidence in our judicial system and proves the challenge to our district lines was always meritless,” Malliotakis said in a statement.
“The plaintiffs in this case attempted to manipulate our state’s courts to use race as a weapon to rig our elections.
“That was wrong and, as demonstrated by today’s ruling, clearly unconstitutional.”
Democrats Targeted Key GOP Seat
Malliotakis represents the only Republican-held congressional district in New York City.
The 11th District includes all of Staten Island and portions of southern Brooklyn.
Democrats had viewed the district as a potential pickup opportunity, and the proposed redraw was widely seen as an attempt to tilt the district’s lines in their favor.
The state court order directing the map change came from Justice Jeffrey Pearlman, an appointee of Democrat Gov. Kathy Hochul.
The judge argued that the current district lines diluted the voting strength of black and Latino residents.
Malliotakis pushed back strongly against the ruling, warning it would inject chaos into New York’s election process.
Justice Alito: Order ‘Blatantly Discriminates’
In a written opinion explaining the decision, Justice Samuel Alito stated that the lower court’s order mandating a redrawing of the district “blatantly discriminates on the basis of race.”
The court’s liberal justices dissented from the decision.
Justice Sonia Sotomayor criticized the ruling, writing:
“Time and again, this court has said that federal courts should not meddle with state election laws ahead of an election.
“Today, the court says: except for this one, except for this one, and except for this one.”
Malliotakis: Voters, Not Party Bosses, Should Decide
The daughter of Cuban and Greek immigrants who grew up speaking Spanish at home, Malliotakis first won election to the New York State Assembly in 2012.
She flipped the congressional seat in 2020 by defeating a Democrat incumbent.
“Unfortunately, the politicization of New York’s courts and its judges necessitated action from the nation’s highest court,” Malliotakis said.
“I thank the Justices who stopped the voters on Staten Island and in Southern Brooklyn from being stripped of their ability to elect a representative who reflects their values.”
“Whether I serve another term in Congress is a decision for the voters, not Democrat party bosses and their high-priced lawyers.”
Setback for Democrats’ Redistricting Strategy
The ruling represents a setback for House Minority Leader Hakeem Jeffries (D-NY).
Jeffries has pushed for mid-cycle redistricting efforts in Democrat-controlled states to counter Republican-led map changes elsewhere.
New York Democrats have already faced scrutiny over redistricting attempts in recent years.
In 2022, state courts struck down a congressional map backed by Hochul after determining it had been drawn with an “impermissible partisan purpose.”
Malliotakis currently faces no Republican challenger ahead of the June 23 GOP primary.
On the Democrat side, Michael DeCillis, Troy McGhie, and Umar Usman are competing for the nomination to challenge her in November.
According to the Cook Political Report, the district is rated “Solid Republican.”
President Donald Trump carried the district by 24 percentage points in the 2024 election, highlighting the steep challenge Democrats would face even if the district lines were redrawn.
The Supreme Court’s ruling ensures that the existing map will remain in place as the 2026 election cycle approaches.
