Thomas Massie Introduces Bill to Withdraw U.S from NATO: ‘Cold War Relic’ Draining American Taxpayers

Republican Rep. Thomas Massie (R-KY) has moved to withdraw the United States from the North Atlantic Treaty Organization (NATO), introducing legislation that would formally end America’s membership in the 75-year-old alliance.

Massie argues the treaty has long outlived its purpose, drained trillions from American taxpayers, and entangled the country in conflicts far beyond its national interest.

“NATO is a Cold War relic,” Massie wrote on X.

“The United States should withdraw from NATO and use that money to defend our country, not socialist countries.

“Today, I introduced HR 6508 to end our NATO membership.”

Rep. Anna Paulina Luna (R-FL) quickly announced her support, reposting Massie’s statement and adding, “Co-sponsoring this.”

In a press release, Massie expanded on the rationale behind the bill, underscoring his longstanding argument that NATO has become a liability, not an asset, to American security.

“NATO was created to counter the Soviet Union, which collapsed over thirty years ago,” he said.

“Since then, U.S. participation has cost taxpayers trillions of dollars and continues to risk U.S. involvement in foreign wars.

“Our Constitution did not authorize permanent foreign entanglements, something our Founding Fathers explicitly warned us against.

“America should not be the world’s security blanket—especially when wealthy countries refuse to pay for their own defense.”

Sen. Mike Lee (R-UT) introduced companion legislation earlier this year, the “Not a Trusted Organization Act,” or “NATO Act.”

Massie’s bill is the House version of the GOP effort to force a clean break from the alliance.

Using NATO’s Own Exit Clause

The legislation invokes Article 13 of the North Atlantic Treaty, which explicitly allows any member state to withdraw one year after formally notifying the U.S. government, the designated depository of the treaty.

Massie and Lee’s proposal instructs the President to trigger that withdrawal process:

“Consistent with Article 13 of the North Atlantic Treaty… the President shall give notice of denunciation… for purposes of withdrawing the United States from the North Atlantic Treaty Organization.”

In addition, the bill bars future U.S. funding of NATO:

“No funds… may be used to fund, directly or indirectly, United States contributions to the common-funded budgets of the North Atlantic Treaty Organization…”

If enacted, the measure would immediately halt U.S. payments into NATO’s civil budget, military budget, and Security Investment Program, which are key financial pillars of the alliance.

A Direct Challenge to Longstanding U.S. Foreign Policy

The proposal represents one of the most significant legislative challenges to NATO since the alliance’s creation in 1949.
