A newly released briefing from a prominent nonpartisan research and policy watchdog is raising alarm about what it describes as “serious ethical and national security concerns” related to Rep. Rashida Tlaib (D-MI) and the radical Democrat congresswoman’s associations with individuals and groups linked to designated foreign terrorist organizations.
The report from the Institute for the Study of Global Antisemitism and Policy’s advocacy and policy arm states:
“The conduct of Congresswoman Rashida Tlaib, including her rhetoric, affiliations, campaign infrastructure, and ideological alignment with certain individuals and organizations, raises serious concerns about potential risks to the ethical and institutional integrity of the United States government.”
According to the briefing, Tlaib’s public activity reflects a “recurring pattern” suggesting ideological alignment with radical movements.
The document cites participation in conferences featuring convicted terrorists, as well as campaign payments to activists connected to networks aligned with Hamas and the Popular Front for the Liberation of Palestine (PFLP).
The report also examines Tlaib’s campaign finances, alleging that nearly $600,000 flowed between 2020 and 2025 to Unbought Power, a consulting firm led by Rasha Mubarak.
Mubarak has faced scrutiny over prior affiliations with the Council on American-Islamic Relations (CAIR), named an unindicted co-conspirator in the 2009 Holy Land Foundation terror-financing trial, and the Alliance for Global Justice (AFGJ), which has been investigated for ties to the PFLP-linked group Samidoun.
The briefing further highlights Tlaib’s appearance at a conference alongside Wisam Rafeedie, identified as a convicted PFLP operative who defended the October 7 Hamas attack as “resistance.”
“Through public endorsement, co-sponsorship, and amplification, Congresswoman Rashida Tlaib has consistently engaged with a range of organizations known to maintain operational or ideological ties to terrorist networks,” the report states.
“Tlaib has engaged with and disseminated the messaging of these groups and has shared related content on social media platforms, has participated in events organized by these groups, and has referenced their terminology and conceptual frameworks in official congressional communications.”
Tlaib has previously faced formal action from the House of Representatives.
She was censured in November 2023 for promoting what lawmakers described as false narratives surrounding the October 7 Hamas attacks.
A second resolution was introduced in September 2025 following her participation in the “People’s Conference for Palestine,” where speakers were accused of “whitewashing” convicted Hamas financiers.
The briefing also points to language used by Tlaib that ISGAP Action characterizes as antisemitic “tropes,” including remarks at an August 2021 event referencing “people behind the curtain” profiting from “racism” from “Gaza to Detroit.”
Beyond documenting concerns, the report calls for specific government actions.
These include a formal congressional inquiry into Tlaib’s conduct, review of her public statements and event participation, and scrutiny of her campaign fundraising sources.
The briefing additionally urges the Department of Justice’s National Security Division to determine whether Tlaib or associated individuals may have violated 18 U.S. Code §2339B, which prohibits providing material support to foreign terrorist organizations.
It also recommends that the Federal Election Commission conduct a forensic audit of her campaign finances, particularly donations tied to individuals connected to terror networks.
“Tlaib’s conduct demonstrates how extremist ideologies can infiltrate mainstream democratic institutions,” the report concludes.
“If left unchecked, her actions will continue to legitimize hate.”
ISGAP Action previously referenced Tlaib in a separate report examining what it described as a multi-generational effort by the Muslim Brotherhood to influence Western institutions.
“The election and re-election of congresswomen such as Ilhan Omar (D-MN) and Rashida Tlaib (D-MI), who have openly defended positions aligned with Brotherhood perspectives on Israel, counterterrorism, and international relations, demonstrates the intersection of identity politics and Brotherhood narratives,” that report stated.
“While neither congresswoman has a documented formal affiliation with the Muslim Brotherhood, both have appeared at events organized by Brotherhood-aligned organizations, have received campaign support from Brotherhood-aligned donors, and have consistently advocated positions aligned with Brotherhood objectives.”
Tlaib’s office has not commented on the latest briefing.
