Podcast host Joe Rogan and X boss Elon Musk have shone a light on what they described as “the biggest scam of all time.”
The pair recently discussed the potential for large-scale fraud within powerful organizations during Musk’s latest appearance on Rogan’s podcast.
They suggested that systemic corruption could enable what Musk described as “the biggest scam of all time.”
During an episode of “The Joe Rogan Experience,” the two explored how individuals with deep knowledge of bureaucratic systems could manipulate them over time.
This manipulation could potentially lead to orchestrating a trillion-dollar fraud through non-governmental organizations (NGOs) and agencies like USAID.
Rogan laid out a scenario in which someone embedded within a major organization for decades could exploit their insider knowledge to funnel money through fraudulent channels.
“Here’s another way to look at this. Imagine if there are people like you and the Doge team out there in the world,” Rogan said.
“Imagine if one of those works for an organization like USAID, or any other organization, and has this understanding of how much fery is involved, but they have evil intentions, and they’re entwined in this system for decades and decades, and they’ve built a career and all the entanglements that come with it, and they start moving s** around.”
He continued, outlining how such a scheme could involve collaboration with outside actors.
“If you were a career person who was in there forever, who knew how everything works, and you were very clever, you could make some s* happen,” the podcaster said.
“And you could probably do it in conjunction with some people that you know that are forming an NGO.
“Hey, ‘let’s all work together.’
“And this is the resistance that you’re facing.”
Musk agreed with Rogan’s assessment, describing the hypothetical fraud as unparalleled in history.
“I think it’s the biggest scam of all time,” Musk declared.
“Like, the biggest scam of all time, ever.”
Rogan reacted to Musk’s statement with agreement.
“Of human history, wow. I think you’re right.”
Musk emphasized the sheer scale of what they were discussing.
He continued by highlighting the unprecedented nature of such an operation.
“A trillion-dollar scam,” Musk said.
“There’s never been a trillion-dollar scam.”

Their conversation underscored concerns about the complexities of bureaucratic systems and the potential for entrenched corruption within powerful institutions.
While neither named specific individuals or organizations beyond USAID and NGOs in general, the discussion implied skepticism toward unaccountable financial flows and systemic vulnerabilities.
Musk’s comments suggest that such fraud could reach a scale never before seen.
The conversation raises questions about how corruption within government-linked organizations might evade detection and accountability.
