The World Health Organization (WHO) has announced its plans for permanent global vaccine passports to be rolled out to the public.
The WHO laid out its plans for global vaccine passports in a series of proposed amendments to the International Health Regulations (2005).
The legally binding instrument imposes various conditions on 196 countries when the WHO declares certain types of health emergencies.
As governments of sovereign nations around the world have been winding down their vaccine passport programs, the unelected WHO is attempting to make this Covid-era surveillance tech permanent.
However, the WHO also insists that vaccine passports must be enforced on a global level.
The movement to amend these International Health Regulations (IHR) began in January last year.
It emerged when Democrat President Joe Biden’s administration quietly pushed for major changes.
Since this initial push, other member states have proposed their own amendments and the total number of proposed changes now sits at 307.
These proposed amendments give the WHO new powers to declare “potential” health emergencies and control the pandemic response worldwide.
The amendments include commitments from member states to recognize the WHO as the “coordinating authority” during certain types of health emergencies.
As Slay News has reported, the Biden admin confirmed this week that it is committed to surrendering America’s pandemic authority to the WHO in the “legally binding” accord.
In a press release, the Biden admin publicly affirmed the U.S. federal government’s commitment to the agreement.
The accord will give the Chinese Communist Party-linked WHO ultimate control over U.S. pandemic policies such as lockdowns, censorship, masking, vaccine mandates, and public surveillance.
Last week, International leaders held a meeting in Geneva to discuss the so-called “Zero Draft” of the WHO’s international pandemic treaty.
As Slay News has previously reported, the treaty will award the WHO with sweeping global powers if passed and will give the United Nations agency the authority to declare and manage the pandemic emergency policies of once-sovereign nations.
Once a health emergency is declared every signatory, including the United States, must submit to the authority of the WHO.
This includes caving to the WHO on treatments, lockdowns, vaccine mandates, and government surveillance.
Even more chillingly, the White House wants to bypass submitting this agreement for Senate approval.
The Biden admin argues that it is not an official treaty despite it having the full force of one.
The amendments also outline how the WHO intends to use its new powers to push global vaccine passports when it declares “potential or actual” health emergencies.
The current version of the IHR already allows the WHO to issue recommendations to “review proof of vaccination,” “require vaccination,” and “implement tracing of contacts of suspect or affected persons.”
However, these proposed amendments to the IHR greatly expand on the existing recommendations.
The changes will allow the UN health body new powers to lay out a framework for digital vaccine passports and other forms of digital tracking and enforce those measures.
New text has been added that allows member states to require “documents containing information for a lab test in digital or physical format” and “information on vaccination against a disease.”
Another amendment states that “documents containing information concerning traveler’s destination…should preferably be produced in digital form, with paper form as a residual option.”
It suggests that this will be used for contact tracing.
One amendment paves the way for “other types of proofs and certificates” which “may be designed by the Health Assembly” (the WHO’s decision-making body) and will be used to “attest the holder’s status as having a decreased risk of being the disease carrier.
These other proofs include test certificates (which provide proof someone has been tested for a disease) and recovery certificates (which provide proof someone has recovered from a disease).
Not only do these proposed amendments to the IHR push for post-Covid vaccine passports, digital proofs, and digital certificates but they also state that “vaccination certificates should be considered approved” when the WHO has declared a public health emergency of international concern (PHEIC) and there’s “a scenario of voluntary vaccination using products still at the research phase or subject to very limited availability.”
Additionally, they mandate that digital health documents “incorporate means to verify their authenticity via retrieval from an official website, such as a QR code.”
These proposed amendments will also lay out a “minimum” and “maximum” scenario for the data to be collected via this proposed vaccine passport and digital certificates scheme.
At a minimum, the WHO wants vaccine, test, and recovery certificates to contain a person’s name, national identity number, passport number, type of vaccine, vaccine batch number, date of administration, place of administration, and an official stamp.
In the maximum scenario, the WHO wants these digital certificates to contain all of the data from the minimum scenario plus a person’s vaccination history and a QR code that supports the retrieval of vaccination information.
The WHO intends to adopt these proposed amendments under Article 21 of the WHO Constitution.
Despite the suggested amendments to the IHR facing some political pushback, the WHO continues to push forward with its plans.
The WHO’s plan is eerily similar to that being pushed by the World Economic Forum (WEF).

As Slay News reported, the WEF has been developing a “Digital ID” for some time which has already been adopted by leaders of once-sovereign nations, including Canada.
The WEF’s pilot digital ID program is called “Known Traveller Digital Identity” (KTDI).
The Government of Canada previously announced it is working on a new federal “Digital Identity Program” after partnering with Klaus Schwab’s WEF to help develop a global ID system.
The program seeks to create a digital proof-of-identity document for all citizens that is logged in a system used by airports, authorities, and government agencies.
The WEF plans to expand its digital ID tech to connect to individuals’ bank accounts to monitor their spending habits for “climate impact.”
The unelected organization has pushed for digital ID programs around the world, suggested turning heartbeats into digital IDs, and proposed a digital ID system that monitors online behavior, purchases, biometrics, and more.
Meanwhile, Canada’s government has been sued for its imposition of a vaccine passport app, with the lawsuit alleging that the app violates Canadian’s charter rights.
Additionally, lawmakers have said the vaccine passport is about tracking, not health, and citizens who refuse to use the app have been fined.
Yet, proponents of digital ID in Canada insist that criticism of these schemes is “misinformation.”
